No, no. Any files for Mega Man Powered Up to obtain online are on websites, not in the game. You can make your own stages offline if that's what you're talking about. The construction packs just give you more stuff to work with.
I make a stage but its annoying you trapped inside a maze you spawn in very top of the maze you need to find the way down and fight the boss the maze is dangerous full of enemies you spawn with Half Health Party balls with mini health orbs and the boss is Cutman
I'm not sure on that. I know they were still up as of last year, but I also know that Sony was shutting down the PSP stuff sometime this year outside of the store. I'd guess that you could still download the free DLC if it's available, but you can't upload stages anymore, but it's just a guess.
