He doesn't, at least not besides his main of goal of extinguish all life. The scene is from Fionna and Cake show, in the universe where the Lich killed everyone with his wish. Fionna, Simon(ice wizard) and cake aren't from that universe, they see the Lich and there is when The Lich speaks to Simon, but Lich is depressed, without a purpose. You should check out the Fionna and Cake serie, if you haven't yet, it's really cool.
