Sorry Z but I feel like you missed the target here. This was more or less the Turkish version of a Roman Salute. Germany understands this, but can't call it out that bluntly. UEFA has to act because if they don't, Germany will be forced to call it out that bluntly because they have some not-kidding-around type laws about that sort of shit. And Turkey's current government is more or less a straight up right wing dictatorship. They bathe in this sort of shit, but even they can't say so in so many words. Because people have brought it up, here's the context for the hand symbol's usage in the world of pro wrestling:
Sean Waltman aka X-Pac, was a member of a backstage group in mid-90s WWF known as the Kliq, which included Kevin Nash (Diesel), Scott Hall (Razor Ramon), Shawn Michaels, and HHH. Waltman supposedly encountered the wolf symbol during a tour of Europe, and introduced it to the rest of the group, who started using it backstage because they thought it was cool. They called it the "Turkish Wolf", but I doubt they knew/cared about the political significance. When Nash, Hall, and later Waltman jumped to WCW and founded the renegade group the New World Order (stylised nWo), they overtly used the gesture on television. The name "Too Sweet" derives from Nash, who would say "too sweet" when giving the gesture. It became especially prominent during the 1998 storyline where the nWo split into two factions: the Hogan-led faction, nWo White, was "Hollywood"; the Nash-led faction, nWo Red was "Wolfpack". From there, the symbol stuck in the minds of wrestling fans.
Finn Balor, aka Fergal Devitt (or Prince Devitt as he was known in Japan), was the original founder of Bullet Club in Japan. He states that he and Karl Anderson also thought the symbol was cool, and felt that they were paying homage to the nWo, which has significant ties to Japan - the nWo angle was partly inspired by the UWFI invasion of New Japan Pro Wrestling in the early-mid 90s, and there was an nWo Japan faction as well as Japanese members such as Masahiro Chono. The members of Bullet Club, including Kenny Omega, A.J. Styles, and the Young Bucks - a tag team consisting of brothers Matt and Nick Jackson - popularised "Too Sweet" as the name of the hand symbol. Balor left Bullet Club to join WWE, but the Young Bucks have continued to use the symbol in AEW, even though they couldn't initially refer to themselves as Bullet Club because it's a trademarked term owned by New Japan. The Bucks are executive vice presidents and co-founders of AEW. And that's why it's used in wrestling today.
Any attempt to mitigate or downplay the political significance of the hand gesture, especially in Europe, and the sensitivity surrounding it especially as relates to persecuted groups such as Alevis, the Armenians, the Kurds, etc. because of its prominence in pro wrestling is disingenuous and wilful disregard for context, cultural sensitivity, and honestly just decent human values of empathy and understanding. Pro wrestling took something political, stripped it of context, and used it to sell t-shirts, because that's what pro wrestling does. It doesn't mean wrestlers are necessarily wrong to use the symbol, but comparing it to the Demiral situation is a most egregious example of a false equivalency.

First of all, we Germans are kinda sensitive when it comes to racism and promoting hate groups based on our history. In contrast to other countries that like to be all hush-hush about their sketchy past, we decided to educate young people about what happened in order to make sure it hopefully will never happen again.
Secondly, I would have expected the guy to be thrown out of the tournament for good. Imagine if a German player celebrated scoring by throwing a Nazi salute and talking about Lebensraum in the post-match interview. Could you imagine if an American player celebrated by putting on a KKK hood and unfurling the Confederate battle flag, and afterwards he'd say "The South will rise again"?

To add some context for non-German readers: The German media was in a complete uproar after Demirel showed the handsign, with a lot of Kurdish and Alevi activists getting a platform to talk about the threats and actual violence they or people they knew had experienced from the Gray Wolves, with several of them demanding he be banned entirely from the tournament and expressing disappointment about the short ban. If anything good comes from this situation, then that it might have brought enough attention to the ideology of the Gray Wolves to the general public that they might finally be outlawed in Germany.

Talking about how the Turks are here to conquer Europe again in the context of a Turkish player showing a nationalist gesture on the anniversary of the massacre of 33 Alevis by the same Turkish nationalists that use this greeting was...certainly a choice. A poor one. Love you Zealand, but this one wasn't it.
Also, members of the Gray Wolves are literal murderers, what are you talking about? They were behind several assassinations and assassination attempts from the 70s to the 2010s. There has been debate in Germany to outlaw them for quite some time, given that they are classified as the largest right-wing extremist group in Germany. Yes, bigger and better organized than German Neonazis.

If a German player is lifting his shirt to reveal a swastika he's not getting out of a ban by saying it's a symbol of Buddhism. That player is also definitely getting more than just a 2 game ban.
Whatever the reason, as a public figure you just HAVE to be aware of this stuff and you can't just use it without considering what could come of it. I'm not saying Demiral is part of the Grey Wolves and wants to align himself with them but he just can't shout it out and let everybody assume.

‘Ne mutlu türküm diyene’ doesn’t really have a true translation in English. The saying was brought to history by Mustafa Kemal Atatürk, the founder of Türkiye Cumhuriyeti. And the saying isn’t attached to any party or movement so you and the people got it really wrong.
So in the end ‘Ne mutlu Türküm diyene’ is a saying that every Turkish people would say with pride because it basically says ‘How Happy is a Turk that can say I’m a Turk’ which is a showing of respect and appreciation towards our ancestors who fought for this soil and to the people who built this country out of pure havoc and through difficult times.
