I never played Devil's Cartel, but I played the first two games with my brother. I always thought the first game had way more visual appeal, from the bespoke weapon attachments (rather than crudely slapping an AK barrel onto an M4 and it somehow functions) to the more over the top pseudo-juggernaut armor Rios and Salem wore that made them look like walking tanks.

I got slightly addicted to the SugarRush that was The Devils Cartel - that mindless fun when you activate Overkill and it feels like the entire level explodes. At least they made good use of Frostbite in that regard.
I agree however that it was a decline compared to the first game which was more distinct.
