It's because of something called an appoggiatura. This isn't the full definition, but it's when a note is played out of scale, then returns to a natural sounding scale. The little part at 0:13 when the note swings up sharply, then comes back down? That's what's doing it. Your brain is wired to somewhat dislike when that happens (disonance), and when the music returns to normal (consonance), your brain feels a sort of relief. It hits you emotionally in a way you really can't even explain. Some of the most brilliant music ever written uses it. I just found out about this recently, and thought it was pretty weird and fascinating.

Nothing like stepping into the arcade and walking past this machine while you hear it blasting, along with the sound effects from Galaga, COWBANGAAAA from the Ninja Turtles, the explosions from the rail shooters like Maximum Force and Area 51, as well as the reload sound effect from Time Crisis. Great times.

His favorite game is Street Fighter II as well, so we were able to build a strong friendship because we both loved the game so much.

Lived in Japan when I was 6 in 91. The arcade machines were everywhere, even outside. This game is my life! :D
