MTB shifters are designed for bars of 22.2mm. Road bars are 23.8. Additionally, the clamp design of the MTB shifter typically cannot get around the curve of the drop bar.

Generally speaking, if you still have full rotational travel of your handlebars without kinking or binding at the housing stops or barrel adjusters, your housing is still long enough.
