I followed this step by step but the refine brush was a disaster, I am trying to do a cutout but can't get the hair masked

Sorry to hear that. The quality of ON1's refine brush might not work for complicated subjects in cutouts which is a pretty hard task for any editor. I recommend Photoshop or Affinity Photo for complex hair selections. You can also try select subject of Photopea. It's pretty good and free.
