Can be done without a jet pack, by jumping the roofs. But it's very tricky. Definitely a quicksave situation.

Jet, yes you cannot make the jump without it or a jetpack. Or unless you use the clothing wall exploit.

Thats the hard way. The easyest way is to download the diamond city rooftop settlement mod by Lateraliss. That gives you a door in the Diamond City entrance.

It's a power armor upgrade. You build it at the armor bench.
