Councils states, as long as it doesn't block roads, car Windows if the wind is strong, if the flag on on the pole is banging, you can adjust the ropes and secure it. The person/s who told you to take it down, needs re -educating in the office, and correcting. If it was a nasty neighbour, tell them to attend to their own business and sod off. I have just checked the Government website on flying the Union Jack. Generally, you are allowed to do so, and the site gives details about it.
