  • A red light ticket for a Utah man visiting Arizona became a hassle for more than a year cost him nearly $500 and placed a hold on his driver's license. In Arizona, if you pay the red light ticket, you basically are admitting guilt, which means you will have to complete Traffic Survival School. The intense, day-long course is required of anyone guilty of running a red light in Arizona.

    They "suspend" his license but instead of sending relevant paperwork to the address on his license, they send it to some old address. On the surface, that makes absolutely no sense.

      No. The ban is ONLY on state highways (for photo radar). So a town or city cannot install or use SPEED CAMERAS on a state highway. City and town streets they can do whatever they want. Phoenix has numerous red light cameras throughout and uses the mobile photo radar vans ONLY in school zones, BUT the red light cameras have speed detection built in, so even if the light is GREEN if you are speeding (I don't know off hand what the miles over they are set for) you CAN AND WILL get a ticket for SPEEDING through an intersection. Also, an interesting fact you probably don't know is that EVERY RED LIGHT INTERSECTION IN THE CITY has a separate camera system that records 24x7. They will NOT tell you who maintains the footage and even the regular Police officers play Hell trying to get footage for accident investigations. Scary especially when you figure in the cost of storing and maintaining the MASSIVE AMOUNTS of data collected. And another even SCARIER thing is at Phoenix Sky Harbor airport, if you park in ANY of the parking lots or garages, they take a photo of your license plate showing WHEN YOU ARRIVE AND WHEN YOU LEAVE. This information is stored SOMEWHERE and they won't tell you where, who has control and who has access and where it is stored. All because we were sheep after 9/11. Welcome to Big Brother. And I lived there for 23 years before I retired and moved far far away.

      @@MrTommyboy68 wow, I lived in Tucson for nearly 40 years and there are no functioning cameras at intersections to give out tickets. They may be available for information if a crime is committed or a wreck but I don’t know. And I left Tucson in 2019. But I do know that AZ state law has to prove service on any civil traffic violation. That proof of service is usually that video link sent through the us mail. If the link is never opened, they can’t prove service (unless they send it through a process server - which would cost more than they’d get from the ticket) and they have to prove that service within 90 days.

    Try to inquire about that "hold" in AZ. Ask AZ MVD (ADOT) to remove that error from your record. For if you dont it may "haunt" you and remain on your personal and/or states record. I had a similar issue, for I got a Failure to Appear for a case after already switching from a CA to AZ license. So CA essentially put a "hold" on my license. After taking care (case was dismissed) of the entire fiasco, CA and AZ still have the Hold (sometimes referred to as a "Canceled") as a bad mark on my license! Even though I was found innocent, i am having a tough time getting CA to REMOVE that error on my driving record! Having this on your record is like having the mark of SUSPENDED on your license - thus making it hard to get some types of jobs! And may impact your credit...

    The real question is why does AZ have the highest rates of red light running??? What is the state doing wrong to have such a high rate? Or are they doing it on purpose for the revenue generation? Is their yellow too short? Should there be a second or so between one light turning red and the other turning green?

      Exactly! A better solution would be to increase the yellow light time to allow drivers time to clear the intersection. But there's no 'revenue' in that.

    This happened to me. I recieved a red light ticket, that I paid, just before moving from AZ to FL. I thought that was the end of it and never received a notification that I had to additionally take a course. It was 20 years and a move from FL to LA before I was told, nope, you can't get a LA license. My FL license was no problem to get and had been renewed.
    This is nothing but a money making scheme. Getting a ticket is enough of a deterrent, you don't need a course to know not to run a red light. So you pay the ticket, then have to pay an AZ company for the online zoom course, take the time to take the course, then you have to pay another fee for them to take the hold off of your license.
    Some of these are nothing but speed traps to begin with where the light changes so quickly from green to red that you don't even have time to respond. I didn't fight it as I was busy getting ready for my move. I don't miss that police state at all.

      I agree that Arizona has lots of money grabbing photo traps, I disagree with the time the light is yellow, the yellow lights here are waay long, the problem is people that are too distracted or going to fast to slow down and apply the brakes and slow down when you see yellow light, it's only in Arizona that people believe the yellow means, speed up,thus the excessive, amount of accidents and yes I've gotten one, and I got it because I was running late and thought I could make it before it turned but the car in front was dodeling

      There’s not a single traffic light in the state of Arizona where the yellow is shorter than the federal guidelines for best practice of a controlled intersection. They don’t exist here. You won’t find one where the yellow is shorter than 3.5 seconds, and in nnomst cases, they’re 4.5 seconds or longer. There is ample time to respond to a yellow light for anyone who’s paying attention to the road, and that’s been true since the 1990s when Arizona switched to synchronized traffic lights to facilitate the smooth flow of traffic at the speed limit and minimize the number of times a driver has to stop if they’re driving the posted speed limit.
      I can’t tell you the number of times that I get passed by a speeder here in Phoenix where I have to slow down or stop behind them at a light that turned green just before I got to it because they were in such a hurry they had to get ahead of the curve and have to stop unnecessarily.

    Just ignore it. Its not valid unless its served to you. Then just don't answer the door for the next 90 days. After that it gets dropped

      Once you acknowledge the ticket, you're on the hook. He paid the fine so he did not ignore it.. You have to ignore the initial mailed ticket all together. Dont call, don't watch the video and they can't come after you

      @@InPinkClover they send a link to view the video of the violation. Once that link is opened, it’s considered “served”. To have ignored opening the envelope all together and even having the unopened enveloped returned to sender is the best answer. But I was under the impression these cameras were deemed illegal years and years ago.

      If you ignore it, they don't drop it, they suspend your license. Drive with a suspended license, you go to jail, & they impound your car. Mine was suspended because I was on a winter vacation, & was unable to receive my mail. I didn't find out until I went to renew my registration, & found it was on hold, & my license had been suspended.

    This happened to me in 2014. I paid my ticket somehow months later found out my license was suspended due to the ticket I paid. I immediately scheduled the course.

    Word to the wise people: DO NOT PAY THE STUPID FRAUD TICKET! There is no way they can prove you ever received it in the mail since the morons never put a tracking number on the envelope. Your paying the fraudulent fine means your admitting fraudulent guilt. I got 5 of those stupid things. I just threw them into the fireplace and watched them burn and go up in smoke.

      Moving violations follow the driver not the vehicle . If somebody was driving your car and got Pulled over for speeding they would get the ticket not you. There was a law that was passed in 2015 To red light tickets Because you did not sign For the ticket, you are not held responsible it's a contract a speeding ticket is a contract to pay and show up in court. When you don't pay the ticket it goes to a collection agency then it hits your credit report When you give the proper information to the credit report companies and explain to them the law in 2015 it is taken off your credit report. I have done this twice. These red light cameras do not take a picture of the driver only the license plate and that's how you get out of it by simply saying it wasn't you driving and they can't hold you accountable because moving violations follow the driver not the vehicle.

      @@double_joseph327 I not only watched the video I lived the video. My license was suspended in California in 2023 until I took care of the problem in Arizona. On a ten dollar fine for a ticket they said I didn’t pay back in 1987.

      Why is that ironic? If you don’t have a red light running problem, why would you waste money installing red light cameras to catch red light runners that don’t exist?
      The fact is, Arizona was the highest in the nation for years before red light cameras ever existed. Same for all the other places that have installed them. The technology was invented to solve a problem. The problem wasn’t invented to support cameras that someone else invented for nothing. This is exactly what you should expect - it shouldn’t be surprising in the least.

    I teach Drivers Ed in AZ. These red light cameras need to be removed immediately. There are so many variables to why a person went through. Cameras do not decrease traffic accidents. Police need to be more visible everyday not just the last week of the month. I see accidents all the time. Visible traffic enforcement is the only way people slow down.

      I'm an uber driver and drive by cameras all the time and 0 tickets. Only people I see get flashed is people who are dumb enough to run a red light. Stop making excuses and follow the law.

    The timing on the yellow lights has been shortened at these intersections. Also, in Mesa there are cameras mid block after the speed has been changed where you are less likely to notice. There is one on Power road in Mesa. Mesa is really bad for cameras.

      You’re of course welcome to believe whatever you want - it’s a free country, after all. But the courts don’t care what you believe - they’ll be enforcing the actual law, and the law was written to allow them to mail you these citations, so that’s what you’re going to have to deal with when you get a warrant issued for your arrest for failure to appear.

      That information is mostly true and you should always check your local laws but normally unless you are personally served by the police (process server), or a certified letter that you signed for, or some other method valid to the courts that you were properly served a notice to appear (a citation is a notice to appear) then the statute of limitations will eventually negate the underlying charge. That being said if the court can prove you knew of the notice and ignored it you would be automatically guilty an probably compound your problems. In most jurisdictions your only need to evade provable service for around 4-6 months, after that your home free and I dont know of any States that have the police manpower to run around trying to serve up photo enforcement citations. The exception I will give is toll violations, just pay them because its not a moving violation, and they will stack huge penalties for non payment that can result in administrative license actions against you until you resolve it.

    I don't see how Arizona or any other state can suspend your license if you don't live in that state. I can understand it if you live in the state, but not if you are from another state just visiting. I don't see how that's legally possible or enforceable.

    It's extortion to pay again after you were fined .
    They send out the request saying the judge ordered you while you were in court to take even though it's paid online .
    So the suspend your license and you don't even know it until you get the letter.
    Also you're not allowed to fight it which if it isn't it should be a violation of your rights
    Whole deal is a scam

    I had the same thing happen from a camera in PValkey
    Moved out of state - tried to get a new license and was denied bc of this outstanding ticket. Had to find a course in my new state and go through safe driver school
    Always check your ADOT DMV status annually

    They did some pretty strong stuff in Houston with red lights and guess what! Rear end collisions jumped way up as people slammed on their brakes to avoid running a yellow that turned red. Decided it was not worth it in the end

      That's still user error. The cars are moving too fast and too close to each other. I can perfectly make all red light from yellow and not have to slam on my brakes. Those were just people that don't know how to drive

    And your report. You should have included the cost of this class. I was given a 2-point ticket on the highway and the officer said if you just take the class it'll be fine. The class was 250 plus dollars. Not worth it for $100 in fraction

    I live in Texas and I’ve never seen so many red light runners. I swear I see at least one every time I go out. I was raised and lived in Arizona most of my life and I’m all for busting red light runners. Better a fine than a fatality, and believe me, there’s a lot of them here because Texas is too lax.

    I have a problem with this kind of thing. If Arizona wants to suspend his driving privileges in their state for something he did there, fine. Happy birthday. But they should not be able to affect his driving privileges in a completely different state. This smacks of extortion, and I have a very difficult time believing it's primarily about safety.

    It really depends how sensitive the cameras are and the person who judges the photo and situation too determine if a citation is necessary. As a truck driver, I received a red light ticket in Texas a while back. What they don't realize is 80,000lbs of steel with air brakes can't just stop on a dime, and it's better to roll through than to stop in the middle of the intersection with your brakes on fire. They say to slow down at stale green lights, but that doesn't help because if you slow down, the light could still change in an unreasonable amount of time for you to stop. I usually back off the throttle at a stale green light, but i will speed up and go for it once i know I'm past my safe stopping distance but if it's a situation where I can't stop and the light quickly went red, I'll at least blast the horn to warn others. (Another thing cameras don't consider) luckily for Texas the ticket was cheap (only $80 for a CMV) and if you just pay it doesn't affect your record. Oh and BTW, AZs traffic light system is screwed up!

    I has a similar situation with that state back in the mid-90's - I have driven hundreds of miles out of my way to avoid entering and being in that forsaken state. I will never, ever go back there, I will spend my tourist dollars in other states.

    28-1593(A) requires that a uniform traffic ticket and complaint be personally served by being delivered to the person against whom the complaint is brought or by any means that the Arizona Rules of Civil Procedure authorize and permits service by certified mail, return receipt requested, under certain circumstances.

    I havent had a ticket in over 12 years. Until they put those side vehicles with a camera. I went to court. I would of won if I took a picture.
    There was a child crossing sign used in place for a 15mph sign on a road I never Been on
    So my 25mph would of been 15mph if they had the sign there. Now I have cameras in my vehicle.
    Looked up online, school was trying to raise money to put in sidewalk to let people know a school is there.
    So I had that info. Judge said if I had a ouc of the sign showing no speed limit but a crossing I would of won.

    I was falsely accused(the accompanying photo showed me, & my dog clearly in the intersection when the light turned red), & my license was suspended because I was not able to receive mail due to being on a winter vacation. These cameras are illegal(No cop. No witness. No notification), & need to be removed.😤

    If your vehicle is registered in your business name (use FEIN instead of DL), it can't go against your DL since there is no DL attached to the registration. If you don't pay, they can then send collection notices to the business, but your license remains intact.

    SO they are able to send the FINE but not not the "traffic school" notice, well then the fine should be null void -
    if the LAW requires fine & school then BOTH must be addressed together -
    it don't take much to word the ticket there is a monetary amount AND traffic school must attend, as well as this(traffic school) been pointed out when paying red light ticket

    If I remember correctly, this was ruled unconstitutional a number of years ago due to the citation not being signed by a law enforcement officer. I may be wrong, but if this is the case, how can they continue? If I’m incorrect, someone please let me know.

    Another reason why driving privileges need to be moved up to a federal level. No more state license, or state laws. A single unified US drivers license and one US federal driving code. Preferably one that bans all methods of photo enforcement.

    Really quickly sorry buddy, If you're a good guy that got caught up in an honest mistake. Arizona has a real problem! it's getting worse by the minute. I drive truck at night all over Phoenix and it's appalling to me the lack of police presence and the ramping up of violators. Arizona will stay number one forever if they don't get a handle on it soon. This is the wild west for real. I never thought I would want cameras back. So Sad!

    The ticket is not worth the paper it’s printed on. AZ law states you must be issued a citation at the time or delivered by a process server. They have no way of knowing if you’ve received it or not. I work for the #1 law firm on AZ and you can take that to the bank.

    They missed the most imprortant point. Are you saying that someone visiting Arizona would be required to go BACK to Arizona to take this driving school?? Or can you take it in your own state. If they need to travel to Arizona, that sounds like cruel and unsual punishment. I dont' see how you can plead not guilty if they have a Photo of you driving through a Red LIght. It sounds like a nonsense defense (and then what is the point of having these red light cameras), that is unless you have irrefutable proof you weren't driving the vehicle that went through the red light (but it is registered in your name or on your rental agreement).

    Az has stupid traffic laws. It’s a big money making scam & it’ll stay on your MVD for years. Good luck finding a job in the transportation industry unless maybe you’re an independent contractor. Not to mention how SLOW everyone drives. And guess what, ppl rarely get pulled over for that. So basically ppl justify driving slow to avoid getting a lame ticket-at the expense of irritating everyone (including themselves).

    I blame Utah for holding up his license because he is not a AZ resident and the traffic incident did not happen in Utah. States need to protect their residents from other states with unreasonable laws and its not reasonable to expect out of states residents to attend traffic school in other states.

    You got hit by the defunct California red light scam.all you have to do is show up in court and ask to see the person accusing you of the infraction and pretty sure he wont be there and get the ticket dismissed .instead of paying it which is owing to the mistake you made then they dig deeper since you claimed you're guilty by paying

    I know cameras in at least some AZ cities (Tucson for sure) have been taken down, as well as speed cams along I-10, though some of the equipment appears operational because it has not been removed.

    I live in Oregon. I visit AZ a couple times a year. Phoenix area. I find that Arizonans, on the whole, drive very fast. Plus many of the main streets in the cities are long and straight with long distances between traffic lights. People build up a lot of speed. So I'm not surprised that many blow thru stop lights. They can't possibly stop in time.
    On the freeways, geeeez, 85mph is nothing unusual. I've cruised at 80-85mph and others pass me like I was standing still. This is in city areas, not out on the vast open roads.

    All this started because drivers ed was taken out of school. In Arizona you learn by messing up. Usually someone is hurt and ppl even die. All that is done is person at fault pays. Money or with freedom. Arizona likes both. Put drivers Ed in school again

      They don't have jurisdiction BUT due to a change in the Federal Law, ALL tickets MUST be reported to whatever state you are licensed in. THEN that state can suspend you until you pay the fine, go to school and pay a ransom. When this first took effect, any time you visited a DMV even if it was to register your vehicle, that night ALL drivers licenses were run thru a national database (similar to NCIC) so if you had a parking ticket from 25 years ago you didn't pay, the state you are currently residing in WILL suspend you until you clear the issue with whatever state you have an unpaid ticket in. It was all a part of a major money grab. GUARANTEED if you see a police car in your rear view mirror and he turns on the lights, he ALREADY KNOWS if you are suspended, have warrants or have a concealed carry permit. It's ALL in there.

If you have a ticket from another state, your home (registered) state gets notified and if you don't pay it, they will suspend you until you clear it up. AND insurance companies LOVE this as an excuse to jack your rates.

      Since he has an old address in AZ, he lived in Arizona at some point in the past and had an AZ DL. However by the time this incident occurred he was living in UT and had a UT DL. When he paid the citation, AZ MVD mails the notice of driving school to his old AZ address rather than his current address in UT that is on his UT DL. The AZ government is notorious for doing some very sloppy research unfortunately. Case in point. I live in the Phoenix area and there's a couple of guys who live in the Phoenix area that have the same first and last name as me. Middle initials, dates of birth, and social security numbers are all different. Because of AZ's sloppy research I have been confused for these two other guys at different times in the past. The first one left Phoenix for Tucson in an attempt to avoid child support. Six months later I get a call from some state agency that is looking for the guy. They think I'm him. Fortunately six months earlier I had actually met the guy in question while he was still residing in Phoenix. He had mentioned that he was going to Tucson to be closer to his son. About a month later I start getting his mail and learned what his middle initial was. I just had the mail returned to sender. Apparently AZ isn't the only ones doing sloppy research. So when the state agency called me about a son I never had, I put two and two together real fast and realized what had happened. I simply told them that I wasn't that guy but I knew where they could find him. Then I filled them in on what went down six months earlier. Some years later and DES tried to deny me medical coverage on grounds that I owned some property. Being aware of AZ's sloppy research, I wasn't surprised. I just told them that I don't own any property and that they were most likely confusing me with some other guy with the same first and last name as me. They looked into it a bit more and reversed the denial. Then a short time later, I got sued by a junk debt buyer. They made the same exact mistake as DES did and confused me with the guy that owned property. I looked online and found out that the guy in question lived in East Mesa and was married. The junk debt buyer was trying to say that I was married. I denied ever being married in my answer. I never have been married. They dropped that matter real fast.

      Agree, IF you can safely do so without being rear ended by the 2 or 3 cars 'racing to make the light' behind you. Sad but true in Phoenix area; I would rather run a yellow and risk a ticket than get my car totalled. And yes, when I'm in this situation and make a split second decision to proceed through the yellow 'as a last resort', I'm often surprised by multiple cars following me through the light.

    These cameras should be banned as they are too often wrong. About 10 years ago I received a notice in the mail that I had to go to traffic school for a ticket I supposedly got for running a red light in Phoenix. I lived in another town & had not even been in Phoenix for years. The letter was from what appeared to be a private company who was contracted with the state with no way to contact them. I tried calling around & the answer was "you will attend the class, no other option." I went to the DMV & explained the problem & the lady called her supervisor. She called the court & there was a guy from TN, driving a You Haul truck with the same name & birth date as me. He got the ticket & paid for it & drove home I suppose. The added requirement was traffic school. After a big hassle she got the court to drop the ticket. If the state can't get their act together & take care of business with accuracy they shouldn't be doing it. By the way, it's not about saving lives it's about collecting revenue. No traffic officer to pay, just some cheap cameras. Get rid of these things.
