Interesting development. It is past time that insurance companies refuse insurance on some homes. West Auckland has flood planes. As far as I know they are still getting building permission and people are stupid enough to buy them, unless insurers say no thanks and they can't get a mortgage on them. Awful to think that insurers are the only adults in the room. This discussion is an additional development.
The Regional Councils need to have done their job properly in STOPPING developrs building on flood plains. Look around Taradale in Napier - lots and lots of developments all on highly floodable land. Same in Auckland. The whole call to "bring in central government" is just a metaphor for "central government - all of New Zealand taxpayers - please pay for all our mistakes, errors, failures to act sensibly, and now we are in trouble having to pay lawyers to fight off insurers." How about Central Government gaining control over Regional Councils to enforce proper planning and zoning laws.

Hey, I’m no fan of insurance companies but wow. Imagine being so crap at your job, over decades, being told and told and told you need to do better. Then when you get taken to tasks by the insurance companies because you’ve cost 1000’s of people huge amounts of money because of your negligence, your first retort is ‘fine, we will stop building that flood infrastructure and leave the risk to the insurance companies’. You’ve taken how much money over how many years to do this job? It wouldn’t have got to this if you had done your job properly, and done something about it when you were told it was no longer up to scratch. But buy councils own delay, deny, head in the sand tactics they are now spending rate payers money trying to justify their lack of action. And to ask that central government (i.e, every other taxpayer) should have to step in and help us out of the crap we’ve got ourselves into. This is not just the Gisbourne area councils. They are just the first to be called out….
The insurance companies take the money off rate payers knowing the facts but when the shit hits the fan through a out of the blue situation arises they want their money back sour grapes I say, insurance chose to gamble, just pay up and stop crying 😢😢

For every insurer there is a reinsurance company. So, when things start to become cloudy, lawyers start to circle the block.
