I am always surprised when the wife/girlfriend wants an open relationship so she can date other girls/boys but does not want her husband/boyfriend to do the same. The stupid double standerds right there. And the "wait you can't do that... 'surprised pikachu face'" .
I would have dumped her the second she mentioned open relationship let alone, that she had already cheated, didn't want him to be open. There is zero chance of this working you would never ever trust this woman. Plus like one of the comments said he could waste 5 - 10 years with her after she has DEFINETLY already cheated have a kids then she decides she's lesbian and then tries to take the kids. For your own mental health and future sanity run.
I think he should break up I mean she cheated and I think she should just find someone whos ok with an open relationship but only wants to be with her. And he should find someone compatible with him who doesn't cheat on him
Hmmm, "open relationship" for me, but not for thee? That's an automatic breakup. If she wants to experience being an Alphabet Person, that fine. But you can't let her do it and keep you as her "fall back position." It has been my experience over the years that when one partner in a relationship starts bringing up the subject of "open relationship," or "open marriage," they have either already cheated, or they've got an affair partner picked out. They generally don't want to "explore," they just want to feel validated and their adulterous behavior justified. I can't really give you an opinion on the therapy, because my answer would most likely violate YT's terms of service. All I can say is that when she suggested couples counselling, the proper response is "Yeah, I got your counselling right here."

They want total control over people better off than them
Therapy this therapy that. Dude, if you need that much therapy to just get married, how much therapy will it take to keep this facade.

Hope she's not stringing him along to just to have kids.
