I think of it as “as above, so below”-as “on earth as it is in heaven”. I don’t think Anton Lavey was ever atheist, but rather using the strength as representative of the goat/baphomet and facing one’s fears, and weighing out intellect vs ignorance which makes one a better person, I think he knew and never denied the power available to us on earth. Rather he was against the ignorance and oppression that can come with anything, but especially that of the Christian evangelical believers, aka the Pharisees
