I do not believe they had multi tools 150 years ago! This is a simple hammer that someone put a ax head on. Considering the "Hamer" size, what could it nail?
The tool is whatever it is useful for at the time you need it. To take any object and categorize it to a one purpose only item leans towards lack of imagination and engineering. A dime is worth 10 cents until it's worth 2 dollars when you need to loosen or tighten a flat head screw in a pinch. This person has restored a tool, created art, inspired and sparked imagination all the while living life with a "healthy" habit.
I'm thinking this isn't a hatchet, it's a splitter used is metalwork/smithing, you heat the metal, then throw thing thing on top and hit it with a hammer to cut through.

Mostly mud not rust. The hatchet edge needed more work and a proper edge. The rough parts on the handle should have been blued
