I took it as a "now we're talkin'" reaction, since his character had just been introduced and established as suicidal. The sadness in Mel Gibson's eyes as Martin Riggs, after he has won the shoot-out, and killed the sniper, has a lot of emotion and depth to it. I feel Martin Riggs's sadness at that scene, at not wanting to have to do that, at wishing the world was not like that. Not a lot of actors are as good as Mel Gibson.
Another way to look at it is from a marksman position. The target is behind a metal barricade. Riggs needs to draw him out for the kill shot hence the line “do you only shoot kids.” This sets the stage for his character & suicidal tendencies. I would have loved if this scene had not been cut because it’s early in the movie, but the payoff is right after the jumper & Roger asks him if he has a death wish. The best scene though is the look of stunned awe from Roger when Riggs tells him how he killed a guy in Laos at a great distance with a rifle at high wind. Roger is also ex-military. He knows that only a few people in the world can make that shot & he’s,staring agape at one of them.
