Well, you'd hope they'd test their rules, but sadly, not everyone does. We've seen this in other games too often. And it could indeed be a poor translation, we've definitely seen that before. It just seems odd that this one expansion had such terrible rules when the rest were perfectly fine. But we're guessing they didn't think to revise the rules for this edition, so if it was bad before, it's still bad now.
