People who say "they aren't 4.5 in my town" may well be right, depending on the town, but I've learned that 4.5 means radically different things depending on metropolitan area. There are places where these guys aren't 4.5, and places where they not only are, but are highly competitive 4.5. If we look at USTA's definition of what a 4.5 is--which primarily turns on consistency, ability to place shots SOME of the time, and possession of at least one "good" shot or weapon--then they are 4.5.
