Here is how to add a Voting Button/Option to Outlook Emails?

It worked for me to the people within my organization, but the ones outside my organization didn't receive the voting link. They received an empty email. Is it applicable only to those within the organization?

The "Use Voting Buttons" isn't in my Tracking tab. How do I add that feature?
