Sikandar, first read 5-10 full reviews or article related to topic. Later on may be introduction and abstract enough. Remaining in the second part of comment you proposed right.

Yes exceptions are always there, i would recommend you to see the previous reviews published by your target journal. Your second point If that topic has not more than 30-40 articles. I would recommend you to change the topic
