Yeah, it is only a 30 points item that gives a -1 WS bubble. So it can't be for all units. Lots of monsters are WS4, so you can lower it to 3, and your bestigors, minotaurs and dragon Ogres with great weapon can hit them on 3+ rerolling 1, instead of 4+. Can probably kill a monster in a single turn.
Bestigor are trash. Compare their price to Gor, they're twice the price for minimal upgrade. In fact if you're building a big unit, Gor are more effective than Minotaurs in a lot of situations too. Dragon ogres do not have swiftstride.
That's more on gors being insanely underpriced than on bestigors per se. Tons of units in the game are twice as expensive as gors and barely better, if not worse
