Check the diary, then re-activate Rupert (Daniel's body has the part Rupert needs), you'll then have the encryption key, go back to the diary and go through all the pages and you'll get the info to find Jericho
The way to get all the evidence is by making sure the deviants' body are at least salvageable (or can still be repaired) and search the crime scenes very throughly to find certain pieces of evidence that can help you find Jericho. There are two android bodies that you won't be able to get which is Simon from the rooftop and the worker from CTV.
If you select 'Leave' you just walk into the evidence room without acknowleding Gavin. He will come to the room once you have the location though just as if you don't answer using 'Calm'.

For me, The Chapter starts at police station. Hank is dismissed from the case, Connor meets Amanda in his mind and she says "It's too Late", then Connor gets deactivated without him ever going to Evidence Room or Jericho. I've done things required to gather evidence. I've killed the Tracis, I found Kitchen Deviant in "Public Enemy", I killed Chloe to get Jericho key. I don't know what I'm missing and why I'm getting decommissioned over and over Again. Anybody can help me??

I can't really see any other reason for it, especially if you're saying Amanda STILL shuts you down even after having killed the Chloe. The only other thing I can think of is, when you kill Chloe and are given the opportunity to ask kamski ONE and only one question, you have to choose "Jericho location" specifically, maybe?
The issue was solved. I was going to a previous chapter, After I would complete it, I'd jump to main menu and go the "Last Chance, Connor" mission. I resolved the issue by playing through the Chloe chapter without going back to main menu.
So that's why Perkins doesn't say anything about Gavin - it means the production team could use the same reaction shot. If Connor is killed by Gavin, does he still come back?

Try this, Go back to "Meet Kamski" chapter, Start it in "Save" mode, kill Chloe, play it without going to the main menu. That's how it will be done.
