Basically a wearable blanket. Originally they were designed with the handicapped and the elderly in mind (people who were in wheelchairs and couldn't adequately cover themselves with a normal blanket or would get sores from having a blanket bunched up under them for long periods of time), but companies started marketing them to the general public with ads that suggested operating a normal blanket was some lost esoteric art that only a genius could manage. Kicking a puppy goes too far, yet it makes sense for the joker to 'attack' this trope, due to how emotionally attached most people are to small, fluffy animals.
