On "modern" hardware linux mint is much better OS overall, but on "obsolete" hardware (low end core duo, pentium d etc.) Chrome os is waaaay better, and the browsing experience on low end hardware on chrome os is actually usable.

Also don't do this to your laptop if it has less than 2gb of ram, I did it on a dell latitude D610 with 512 mb, and it refused to boot. It even says 2gb is the minimum on the cloud ready website. Since Chromium OS has limited app support anyways, I would just buy an ssd (if the hdd is too slow) and install Windows 7 or 8.1

...I’ll just spend the extra money on a new laptop if using ChromeOS is the only alternative...

No. You have linux distros like, Ubuntu, Pop OS, Elementary OS, Red Star OS, Zorin OS Lite, Linux mint, lubuntu, xubuntu, etc. You also have Chrome OS. You can also install Android x86, Bliss OS, Pheonix OS, etc. Or you could get more RAm, a new SSD, and keep Windows.

Puppy Linux is a good alternative. It was designed for ease of use. It is small and can run just from the CD or memory stick

My problem with the Neverware CloudReady software for Chrome OS is that it doesn't support Android apps like normal Chrome OS. Google Play Store can't be installed.

I’m going to say that you should install Linux instead of a Chromium OS based OS that’s controlled by Google and has the potential to spy on you. Linux has so much more advantages. Let me list a few of the advantages:
    1. It has a distro for everyone and every computer. If there isn’t one, make it!
    2. You can install actual apps and do everything you want to.
    3. Security is priority in Linux. It’s so secure you don’t even need anti virus or anti malware software installed!
    4. There’s much more privacy in Linux.
    5. It’s actually faster, and it’s open source, so you can mod it to your hearts’ content!
    6. Old computers will appreciate it more than a OS that a bunch of computers (that can run Linux) can’t run.
    7. If you upgrade the PC a bit, if you can for that matter, then upgrade it. Especially to a SSD and maybe more RAM, those will help a LOT!

I wouldn’t do that. I would upgrade the cpu processor. After that i would upgrade the hdd to ssd. Last step I would upgrade the ram to 16 or 8gb. Also if needed upgrade the graphic
