You should try the Spawn Specific Citizen NPC addon for GMOD, it lets the player which NPC you want to spawn in.

sadly this doesnt work with maps that automatically spawn citizens, ex. the hl2 levels, and a map called gm_construct_d1_train02 (i havent tested this on others, but these two broke for me because they would just stand still or be halfway in the floor)
