He showed up in the exact way you described....and had the wrong items
I know I’m 4 months late to this but in case anyone else sees this and is having the same problem: You need to first buy something from Emil, it can be at any location and any item but you need to buy something from his shop first. Then I’ve found that that when he is on his fast route near the resistance camp you want to try to shoot at him way earlier than the video does, I’m not sure how he got the items in the video’s location but it worked for me when I shot at Emil while he was near the little waterfall at the camp earlier in his path. When he ended up stopping after his tumble he was on the dirt right before the road outside the camp began. (I did this during route C.)

Finally got his resistance camp spawn on my 3rd attempt using this method, thanks for this!
I was getting frustrated as I only needed to buy 1 more weapon from Emil to 100% the weapons list, but I could only ever get him to appear on his desert camp route.
This is the most consistent method for sure. Thank you for making this.

Guys This is my experience:
1) chapter 15-01
2) Teleported to (desert: camp)
3) bought from emil
*he then gave me the line where he tells me he lives deep under the ground*
4) transported to (city ruins: near the tower)
*emil was no longer in the map*
5) transported to (city ruins: near factory)
Then I found him on the map around the resistance camp
I think it maybe worked because he went to his house? Maybe he changes his location faster when he goes to his home
I'm now replaying this game on my switch and this comment helped a lot
I did this and when I went to city near tower I looked and he was near the resistance camp so I ran there. Hit him by the door and decided to listen to his dialogue and got it but….. it’s been hours of fkin around with the other options. Probably just got “lucky”
FYI I was 9s
This doesn't work for me as I can't see Emil as I load the chapter
And after teleporting to desert camp, Emil just show up near that
I think it's better to assume that someone should teleport to city ruin near factory by the time they can't find Emil on the map

Been teleporting back and forth for fuckin HOURS now. THIS IS BS!! He's literally by the desert spot 100000% of the time. EVERY SINGLE TIME! No other route at all, EVER!

You can just auto save at the resistance camp then load that save each time he doesnt appear on the right path.
Also even if he is on the right path HE MAY NOT SELL THE ITEMS.
I kept loading and it took around 5 tries where i talked to him on the right path and it was only on the 5th time that he sold the right items.
Tried to find him for hours. But your method worked first time lol

I hate this game.
I was playing through the game normally (as A2, still haven't beat the game) he spawned in front of the camp and had weapons to sell, but then I got ending M (forgot to save)...
took me an hour to get him back in front of the camp, but all he sold was chips.
I hate this game.
Edit: about five minutes after posting this comment, he sent me the e-mail, and he had the weapons in stock along with the dress module.

From what I understand only stopping him right near the camp entry triggers the change. Maybe that's it?
@@someone.8997 the change is there if you got an email in your inbox called waaaay bored or some. even then its still RNG if you get the right shop tho

Im in route B and was looking to get those materials but he only had the weapons in stock. Do i have to be in route C or beat that route before he starts selling the good upgrade materials?

It happens to me as well. I believe since large battery is a rare item the chances to appear are lower but I'm not sure.
