Hey Jith, Unfortunately I am unaware of anything in the area available to civilians. It's a question asked a lot and if I find out anything I will make sure and let you know.
There is a flat track school that I was going to give a shot sometime next spring. It's done all on dirt tracks and teaches you how to slide the Motorcycle out. Nearest the come is Delaware I believe. Different then what we do but would definitely improve your skills.

+1djFlashboogie they are still Harleys. Terrible choice for a police bike. No speed, terrible turning, expensive. They should really switch to a 600 cbr or Yamaha or something.
Lol, no they are not maneuverable compared to any good sport touring bike, maybe compared to a car. the only good thing is that they hold their massive weight low, but still they are limited by lean angle, too many hard parts drag. A sport tourer or adventure style bike could outperform the harley in any category
Jeremy Johnson I didn't compare the maneuverability of a Harley to another motorcycle. Harleys have advantages in certain areas that sport touring bikes don't. For example, and this is just one example so don't crucify me, in the mid-atlantic, many police departments ride in up to one inch of snow during winter. Harleys allow them to attach side cars for stability. Say what you want about Harleys, but they have their place, just like SUV's, they're a choice.
Compared to other schools horrible IMO. out dated slow and non efficient bikes to start. They really need to get with the times with newer bikes that can do ALOT more then what we saw here.
The utmost respect for each and everyone one of these officers that went through this school.

Road King or Electra Glide Police Edition. Difference is the Fairing.
