How can I position the circle after I make it. I am trying to cut out a circle that is already in a circular shape, getting it positioned just right in one drag is impossible.

By tool menu, what do you mean? If its that circle shape one,then you'll see that rectangle icon, instead of left clicking it, do right click, but if you're talking about the layers tool menu and others, i think u need to enable those in View Settings, found at the status bar..
You can do the same thing by using the 'Elliptical Marquee tool' and dragging it over the image while holding down the 'shift key'. After positioning the circle, to REFINE the size and area of the circle, go to SELECT - "Transform Selection" and apply the change.
sounds like you didn't selected layer 0 , and went to edit make sure you select layer 0 then go to edit and clear. if you still having problem don't hesitate to ask , thanks for the comments

@@ripon188 Even it's png when I want to create an insert with Kit OPS addon in Blender 3D software it's put all the tranparency in black color... I don't know why, yet, in Photoshop we can not begin with a circle shape background...
Its not about the fill color of course you have to select it No fill But also after selection of circle go to Select Menu and select inverse and press delete button simple if you will not do inverse selection then of course it will delete the circle area.

That’s because you didn’t change the fill colour select fill to no colour if you don’t find it let me know if have more videos about circle crop tutorials

I did everything up to 2mins 35 sec.. When I put the white new page to the side it disappears as soon as I click out of it... I can't drag my circle onto it... help please..

I had the same issue until I noticed the fill colour was set to a colour instead of blank. Once you change the fill colour to blank you should be able to see the background image. Hope that makes sense

What version photoshop you are using?

If you want print it out then print directly from cropping or save psd file for future, yeah there is only problem to keep transparent background
