For every money we earn we need to pay some to govt as taxes, the money which we keep without paying tax is called black money....if we do business or spend that black money, ED department will ask us to show details of that money, if they found it as black they will arrest us. So to evade the legal issues they will convert to white...
Eg: they give all the black money to a baba... Baba takes it and give to his followers and again ask them to transfer to his asramam trust.

You can give black money to a political party, they will distribute it to people during elections, later you can get benefits like road contacts etc from them
