I believe the fabric you’re using is a technique called broiderie anglaise. It’s very popular especially for baby girl clothes here in the UK
It’s called eyelet in the US! I love this fabric, especially in black or navy.
Yes its an eyelet fabric.. it is an embroidery technique
In German I only know this fabric as Richelieu or Lochstick.

Ah! Your triangular waist band pieces are called the ‘Yoke’ in English. Often used in jeans, jackets, and shirts. Very pretty skirt, by the way.
