Nah, hacker is a dodge/stealth build but while that would be kinda accurate he doesn't have a pocket ecm, i'd say hitman for obvious reasons like the fact the perk deck is named after him, the skill with pistols and melee come from the fugitive tree, especially gunslinger and brawler subtrees, while the ghost tree boosts silencer damage.

That said an M1 Garand with surefire giving it 15 extra bullets (it normally has 8) in the clip is a big meme, i recommend it.
