Yes. If you develop games. You are a game developer. The word's "develop", and "games" are doing a lot of heavy lifting there. If you start a few unfinished pieces of garbage that would not even be fun if you finished them (and then you don't)... you have not developed anything, least of all games, so you are not a game developer. Same as being an artist: if you make art, you are an artist. If you throw shit at a canvas with zero effort or aesthetic value, you are not making art, so you are not an artist.
yes and that's where indie games excell at the most, the games are fun. It's because Indie games are made by gamers and not corprates with their many game devs and AAA budgets. Look at undertale, that game was made by someone who didn't even know how to code and did a pretty bad job at it, yet it still garnered so much popularity. More than anything, a game is supposed to be fun.
