The way you're actually supposed to get down is right next to where this guy is (where all the blood stains are)... you basically jump (or just roll) onto the top of a collapsed building roof or something. It's the highest point you'll see. You take some fall damage but it's not janky like this.

there's just a legit getway down there from the left where you were. This is not the correct way.
