It makes a lot of sense actually as there's less volume of air to get pushed out to obtain the same pitched sound. Same thing with piccolo snares, they are actually the loudest snares out there!
Sounds like a stretched out snare side head to me... lots of mediums. The remedy would be a diplomat hazy snare, to get those crisp top-end overtones only!
