They won't clear the Bars. Depending on how far forward you mount them you should be able to get the 1st fold of the cover over and on the 2nd fold it will lay up against the Bars. So, you do get some access to the bed but not fully
My brother drove it cross country through 2 days straight of rain and said there was a little water that got in but it wasn't significant. He had all his personal belongings in the bed
I have the same truck and same OEM tonneau cover. Are the 8” Billie bars tall enough to clear the folded OEM tonneau?

how is water ingress into the bed with the Billie bars installed?

Are the billie bars vehicle specific or are they universal?
Yes they are. Here is a list of vehicles they make Billie Bars for:

I like that rack system. Do you lose access to the entire bed?
You can fold back the factory tonneau cover 1 fold and it gives you pretty decent access. But no, you can't fold it back all the way.
Very convenient system. Easy grab & go access for a lot of gear!
Looks like a pretty straightforward mount
It was. Thanks for watching
That's a great system!
It's working out well for Joe. We have to get some kayaks up there
