Just saw this! This photo is from the site Photomanipulation. Normally, I work with photographers as opposed to taking my own photos. I really like the collaboration aspect!
You use mouse or digital pad?
I use a tablet! You can do this effect with a mouse however if you use the Smudge Tool to tapper out your lines (shown around 12:09)
