This is a clip taken from the Ramsey county sheriff's UA-cam page called live on patrol where they stream their patrols live. They have phenomenal tactics and are the top rated auto theft unit in the nation. You aren't seeing the other cameras because it is being streamed live from the patrol car and they are busy doing their job instead of showing around the camera. There are also a dozen patrol vehicles behind him and some of the cars are city police who are not allowed to pit or chase. Finally there are children in the suspect vehicle which makes more aggressive tactics less desirable.
You do understand that multiple cruisers probably had the same distance to cover as you do not have a ton of units bunched up in one area. There was nothing wrong with the response. Normal response like that everywhere in this country. Especially with the lack of people paying attentions.

The distance the initial cruiser drove to 'join the chase' seemed crazy to me considering the hazard he posed to civilian traffic.

it is the police. It is part of their job to prevent hazards being worse to the public. They do not do it just for fun.
