Driving IS a form of traveling. This time around the car driver is in fault. The officer is correct in that the car has to be registered to drive on the road. Driving is a mode of travel and subject to the laws.

@jamescarton3686 as long as the method of travel is not by means of motorized vehicle operated by the one traveling on a road. If using a vehicle, it is indeed law in all 50 states to have the vehicle registered and the operator must be licensed. That is the law in all 50 states of the USA

Look up the 10th amendment and you'll find out that the individual states has the authority to regulation that means of travel.
