I agree he's got some skill. Good reaction time, aim and situational awareness for sure. But I don't like the graphical advantage he's trying to gain with the extra gamma/brightness and slightly lower general graphics setting, the exploits he uses, the dolphin diving, sprinting absolutely everywhere and him trying to everything on his own. I don't understand why you don't just stick to CoD or Battlefield. I'm honestly not sure how I would react if I saw someone do one of those discount dolphin dives in one of my games.
Basically, I just don't want people like this to turn the game into another arcade shooter.

In any competitive game players will use whatever tactics work.
Real life tactics can work in HLL.
...and when combined with ridiculous reaction time and aim, "arcadey" tactics also work.
Fastest and most accurate shot wins.
You can't put the fear of death into these players because it ain't real death, so they will try whacky and risky tactics.
The graphics stuff for increased visibility on the other hand shouldn't really be an option in a game like this.
Even playing fields are important.

Yeah, dude is clearly cheating. Anyone who has any fps experience can tell right away. Hes aimboting as well. Check out the two kills at 0:56 as one example.

I just started watching this guy and he is clearly cheating, there are many examples but one is at 0:56 when he headshots a guy on the roof and his aimbot locks onto another guy that he didn't even see who was at ground level and headshots him too. One of the most obvious cheaters I have seen on youtube.
