But nobody came - it happens when you kill someone and try to call them 2. nobody picked up - it happens when you call toriel after sparing her, it can also happen at times when you can't call anyone, but it's almost always replaced with "There's no response" 3. There's no response - it happens when you call during special, secret, or rooms past core, though you can still call him after the battle with asriel in the room before the true pacifist ending Extra messages for no response calls: 4. There's some strange interferrence - it happens right before you trigger one of two mettatons cutscenes 5. The connection is clogged by cobwebs
You told us where you can see all of these messages except the cobweb one. Does that happen in Muffet's room if you try to call someone? Or is it when you call someone in Muffet's room when you're walking on the spider webs that make you walk slower?
Tbh, the real reason why that happens is less then exciting. Gaster's room is an Easter Egg, so Toby likely didn't want other characters to make quotes about it. In-game also makes sense, as an out-of-dimensions room is likely to have no signal. "There's no response." is Papyrus' (and Papyrus plus Undyne's) default "failed call" line, which happens from the Core onward, while "Nobody picked up." is Toriel's regardless of where you are in the overworld. No need to make two customs for an Easter Egg room.

i completely forgot that the cellphone was a thing in this game and i thought "call papyrus" was going to be like "call freddy" in sb and papyrus was just going to bust down the door to the void all of a sudden to protect frisk from the menacing goopster
IIRC, the game does autosave at a few points. I died on a saveless run before, and I didn't have to start all the way over. It didn't put me very close, though, so still kinda inconvenient. I think after you beat Omega Flowey, you end up in the room right before the Asgore fight.
That could just be the fallback string that the game throws when you call Papyrus in a room which has no response coded. I’m guessing there’s a table of responses he can give that is dependent on where you are and what events have happened in game, and the gaster room doesn’t index into that table properly. I would try calling Papyrus in an unused room and see if you get the same answer.

If there was no time, then it would be impossible to do literally anything. So there would have to be time in that room, or an illusion of time. It could be that when entering the room, time stops everywhere BUT the room.

Wild bet, its a tiny prototype dark world. Only in the dark world can we not call others, so while the phone does work, the signal itself gets blocked by gasters weird noise.
For this one , you should use the debut mode : what if you go with the true pacifist and , after befriending Papyrus and Undyne , you activate the maximum Murder level and call them?
Undyne says at any time he will pick up within the first 2 rings... But what if time is frozen/does not exist in gaster's room? What if Papyrus actually picked up and unable to talk? Or.. the simplest answer, he can't ALWAYS pick up?
Answering and picking up are 2 different things, Papyrus didn't pick up his phone, but he did answer withing the first two rings, he just didn't answer the kid's call before.

This does happen in a few other rooms, though I can't remember which off the top of my head, I always thought it was like "going through a cave" or someplace where the line couldn't reach. They do have pretty old tech, after all.
