Doc always gives you relevant fighting advice it’s just usually in the form of a hint not big information you still need to figure out stuff on your own and also the advice usually gets given after the backstory of the fighter you are going up against.

Another reason why he couldn't make fun of Octopunch and his mom is because Octopunch probably never saw his mom because after laying eggs, female octopuses will do ANYTHING to protect their eggs, they won't even eat so by the time the eggs hatch, the mom is basically dead, therefore, Octopunch probably never saw his mom.
