The flow charts are clear and consice. Another advanced concept is basing around your enemy's powerspikes. If you are able to base and get a powerspike while the enemy is not.
As a high elo player this is a really great guide, even in the higher reaches of the ranking people often conflate tempo with priority and getting to things first and this guide is a breath of fresh air.

what do i do if im toplane, i kill enemy top close to my tower, then it slow pushes to him which means i need to crash wave before recalling otherwise he can freeze on me because i dont have tp. but i dont have enough waveclear to crash the wave fast enough, means that by the time i recalled i and got back to lane my he's already pushed the wave and got the tempo dispite me killing him im pretty sure i didnt explain the problem properly but there's probably a chance you know what i meant
