As a Ridley main, that's a feature; hitting Ridley in the mouth while he is charging Plasma Breath will cause him to take more damage, but it also triggers a special animation that nullifies knockback and any stun-related effects. He can't do anything during that animation, but he's also intangible during it, and it doesn't last nearly as long as the stun from a charged Dragon Fang. It's homage to some of the games where he has to be hit in a certain weak point to damage him or make him vulnerable; commonly in the mouth while charging certain attacks.
He doesn't necessarily take more damage. How much damage he takes depends on how charged his plasma breath is, regardless of the attack, so he'll as much damage from a jab and a warlock punch, and he can end up taking less damage than he should have.

my guess is a frame 1 rob up air that immediately stuffed it before the hitbox even came out i’m sure i might be completely wrong but that’s the only explanation i can come up with
