It's a German Shepherd, according to a writer on gamefaqs. You get it by holding shift up, and then holding down both start and AT/MT shift buttons at the same time as you are at the stage select screen.
I actually ran into that problem on the latest MAME version when I made this video. I then tried the game on Bizhawk and it just worked, even though Bizhawk should be using the same version of MAME. It's a little mysterious, but there is a way to play it, at least.
At the time I played this, I thought I used the latest MAME version, but I still had the problem with the brakes. I switched to Bizhawk, which also has MAME, and that version seemed to work for some reason.
I'll see if I can get it working. It had been added to TeknoParrot, but I previously had problems running it. I can't do it right away, but maybe in a few weeks.
Have you looked at the I/O check in the service menu? There is also some steering wheel test there, although I don't know that it does anything. There is a UA-cam video called "How to FIX Racing Wheel DEADZONE in MAME! Steering problem fixed easy!", but from what I can tell, you already did what it suggests. Just so it's clear, I've only played this game with a joystick, so I don't have much else to suggest.

Looks like the tire skid bug that slowed you down massively, has likely been fixed, making the game fully playable on MAME for the first time.

@@arronmunroe It worked but im having problem with the deadzone. I cant lower anymore on MAME (0.05) and its still off when i drive. You fixed that?

The thing im not enjoying much is the slipstream. I thing its too strong for these cars and it mess a little with the gameplay.
