I first had to deflate in this tutorial just to get the flat shape but you can inflate from the original shape as well check out this tutorial ua-cam.com/video/oNbxSlGhhyI/v-deo.html
Go to the cloth physics settings then scroll down to field weights, click on that drop down arrow to expand it and reduce the gravity to 0. So then it won't be affected by gravity anymore.

If the balls are ridged bodies, than that should work.
