Ha! I watch a lot of bodycam footage, and it seems to me like anytime they're stopping someone and have gotten their name, they use their first name a lot while trying to persuade them of something, to give up or follow directions or whatever. I'm sure they've been trained to do that, for psychological reasons, by how much I've seen it done.
As a corn bred, corn fed, lifelong upper Midwesterner, this is both the most exciting and most stereotypical police action they'll ever get in rural Wisconsin.

In Dane County it is a requirement that if you do anything illegal even by accidentally dropping a piece of trash on the ground you have to be tazed before they can cuff you even if you don’t refuse. To this day everyone in Dane County has been tazed at least once 😂🤣
As a Wisconsinite, I can confirm that people do not lock anything (especially if you live in a smaller community). I have neighbors that leave their garage doors open when they aren’t home with no cars in the garage. Literally anyone could just walk into their home because it’s obvious no one is home. Cars have gotten stolen or broken into solely because people don’t lock their cars.
With something like that, I'd be tempted to try walking into the garage and let myself into the house just to see if I actually could do it. Maybe leave a note on the TV saying, "Lock your doors, you moron."
Wisconsinite here as well I can confirm that that is a real thing specifically in small towns. I grew up in a small town, but my parents moved us there from a bigger city so they did lock the doors and the cars people in that town the town we live in the small town didn’t lock cars didn’t lock doors, so it’s a real thing specifically in small towns that I think some people are starting to lock because other people have picked up on the fact that people in small towns don’t lock things up
My moms ex still leaves his vehicles unlocked even though every single one has been stolen. His reasoning is that if someone is willing to steal it, they must need it more than him. I do not agree LOL

People like this dude who do extreme kinds of crimes like this, definitely do this kind of stuff more than once if they can. I had a former colleague who did a side gig as a crime reporter for the small town newspaper in the area of the US I used to live in. She said after a couple of years reporting on local crimes she started noticing that the majority of them were being done by the same dozen or so people (who often had the same last names). Wisconsin is very lax with laws. That's why you have foster families with 5 missing kids no one is doing anything about, people have 16+ driving under the influence, etc. It's pretty sad. Probably like that everywhere, though. Legal system needs serious work.
I’m sure everywhere is like that to an extent but Wisconsin has such low bonds for serious crimes and hardly any consequences for DUI/OWI. The guy who drove through the Waukesha parade is an example. He was let out on a low bond, and then shortly after the parade incident happened and literally terrorized the city (scariest day of my life. I refuse to go to a parade anymore). And he had an extensive history of crime, across the country!!! Not just Wisconsin!
