For first Idea groups like to go: Diplo, Admin and Religious - pretty good for expansionist Russia, especially the holy war CB, together with the province warscrore decrease and the insane CCR.
Usually don't fully core anything until I form Russia, since you can stack a lot of CCR and core everything all at once.
one idea set that works really great for muscovy is court, it helps you with the modernization part and gives you CCR. Court is a weird idea set as in first glance it gives nothing but if you think about it it actually gives you ccr refomprogress crownland (in case you don't know whenever you seize land the rebels spawning from it will seize crownland once they occupied provinces and well lets be real you won't win this gamble while playing Russia of all nations) and all the buffs frome the estate are just more likely to be active. The reason it works really well for Russia IMO is that you don't actually need Deus Vault as Russia compare to most other top tier bloobing nations. You have claims on like all of Eastern Europe Siberia Persia and china. You have the State claiming in case you can't finish the missions in time

I typically do admin, diplo and religious. Followed up by quality, inno and offensive. Quality adds another 10% Arty CA+10% from Russian reforms. Along with 10% for infantry, which combines nicely with mobilize new regiments 10% and inno+qual policy for another 15%. Plus you get an extra 40% siege ability from offensive combined with inno +quality and religious. Long term quantity is overkill for Russia. Econ hegemon is far easier to get and more useful.

@@GolemEnt I haven’t played in a few months. But if I recall correctly once you westernize new order regiments might add another 10% as a reform on top of the temporary inf CA. Meaning you get 45% inf CA. But it does mean letting go of strletsy units.

Generally, as Muscovy, I go Trade>Religious>Quality. You really don't want to take a mil idea early because falling behind in mil tech when you have guaranteed wars against two of the most powerful early game nations in the game (Poland/Ottomans) is basically a death sentence and Poland especially will pounce on you if you fall behind them in mil tech. After that, you can really take whatever you want. You don't really need Quantity because well Russia stacks manpower via its national ideas and provinces like crazy anyway but the policy with Trade can really put your eco over the top. Admin will let you stack CCR and fix your gov cap issues. Court ideas are surprisingly good for Russia because, especially once you get past the initial missions, Russia has a bunch of missions that want you doing agendas for the various estates and if you've been neglecting this, the reduced time on Estate interactions can really help cut down the wait times in addition to just generally decent things like making your estates happier, higher diplo rep, and gov reform progress. You can always switch to something else if you want to. You can take Humanist as a meme idea, it'll help with your unrest and let you do the Clergy estate mission that requires you to have done 4 agendas for them and they have 60+ loyalty for free because it unlocks the gov reform that removes the clergy estate and you can finish the mission instantly if you don't have the estate. But other than that you don't want to take it. Defensive ideas are fun as Russia, build forts in all of your 3 dev Siberian provinces and laugh as the enemy dies to attrition despite how the AI has cheat buffs against attrition.
A lot of Russia is just about making sure you don't fuck yourself later, like there's a mission that requires you to have 7 vassals that are all loyal for example, or the aforementioned mission that requires 4 agendas from the clergy. Its just very tedious if you aren't preparing ahead of time, especially since quite a few of them don't appear until you've done the Westernization part of your focus tree or are part of that tree. Once you do the Westernization though, you're pretty much unstoppable, the Tsardom interactions become absurd like the Streltsy one becomes "Press this button for 200k manpower once a year".
Totally agree about mil ideas. Wouldn't have even gone with quantity normally, it was just a fun pick like defensive would be as you mention.
I tried doing Relentless Push East but I could never break through the hordes or if I did I got immediately decked by PLC. Any advice?
Try to humble the plc early game
Tony is right. Dealing with PLC early on is very important. Even if you have to death war them. The provinces you gain are also within your culture group and orthodox. Making you stronger and allowing easier eastward expansion.

Personally i dont really like Diplo Admin russia unless you are going for a WC and even like that more of a early WC, I feel you scale way better with one of the 2 next builds,
Religious + Trade + Quality = Good stability, a lot of money, and really good quality troops, as manpower with Russia is not needed, Russia can be a snowball monster with Trade if you move your Capital to Finland area
Admin/Quality + Influence + Admin/Quality = The expansion feels better, you get less war score but is not needed that much, in exchange you can annex vassals so much easier, personally, I like getting the transfer subject asap to steal Denmark and then norway, you save a lot of mana and AE, securing the baltic + Part of north sea is really good for economy, with this Build you try to also secure Lubeck so you can do a semi end node in Baltic or Novrogod, AE is no a problem with intelligent reconquest + good quality troops again.
I once did Russia for cavalry with espionage + aristocratic because why not. It was cool.
To me the first three idea groups I pick are either Aristo or Quantity, Religious and Trade. The just work really well together for me
