That bolt that holds holds the clutch an pulls on is it right or left handed threads I have tried impact half in drive both was won't break loose for the drive belt can I bend that bracket that holds the belts in place tried everything I can think of about 20 yrs old an mowed no telling how many acres of grass
Just use a wood wedge to hole the tension pulley open and walk the belt on by hand once you get them in place. No tools needed other than a pry bar to hold the pulley while you wedge the pulley. its little hard to turn the hydro pulley and crank drive pulley but doable with a little effort.
CUTTING EDGE FLOORING I've had to replace mine twice. Never had to remove the clutch, you just use a screwdriver to bend the metal stopper away enough to slide the belt off, then bend the stopper back into place. No unhooking the electrical clip, no air tools. Super simple. Also a tip to replace the spring, hook a bit of aircraft cable through the little hole in the frame to the end of the spring, then use vise grips to pull the wire and hook the spring on its mount. You can bend the bracket that holds the belt. I just prefer not to if I don’t have to.

Personally I would rather take the clutch off than to bend the stopper. I’m sure it works fine doing it that way but I prefer to do it this way.
