@oursedatedyouth For that police logo on the front door is actually Canadian ;)
It's the logo of the RCMP (Royal Canadian Mounted Police) if I'm not mistaken :)

@MW3insanity and the police, fire, ems, fib, and noose uniforms in multiplayer, along with the fib buffalo, noose cruiser, and the noose enforcer in multiplayer so they would spawn at the police stations, not to mention a fire dept ambulance. We could problably get those in multiplayer if enough people emailed Rockstar games asking for a gta 4 update putting the outfits and the FIB Buffalo, and NOOSE vehicles in game without getting a wanted level to spawn at police stations.

Before I look into the Police Pursuit mod, I know it comes with its own light mod... if I already have the ELS mod does the Police Pursuit mod take over, or is that an option?

Ok tell me what kind of computer you have and what software you have and where you got the game please.
@daniel1993379, the cars that you see in other videos like this one are not available in the game. They are only available in the PC or computer version of GTA IV. You have to get a special program to build your own model of a car. It can be a New York City bus or a Porsche or any car you want. Then you download onto the game. Hope that answers your question :)

Looks like California Highway Patrol at 0:04 with the solid glowing lights. All California Law Enforcement Departments are supposed to a solid red glowing light but not all Departments follow orders L.A.P.D. for example
@denzy1806 well for starters have you patched the game to the newest version 1.7? You need to patch it because the game (when first bought) is not compatible with any mods. If you downloaded the game off steam though i believe that it is already patched.
NO, People, do some research before you start asking obvious questions, PC ONLY, PC ONLY, PC ONLY, PC ONLY. Haha, believe me, I have a JTAG Xbox 360, I would know, I host lobbies and everything everyday, I know all about them. The reason this cannot be done is because the retail xbox 360 cannot read commands such as unsigned code, scripts, etc. all of these mods are of that sort. We do not have access to all of the files like we do on the PC, theres a reason for that too.

It's only for P.C. You can choose rather to be a cop or not. If you do choose to be a cop, you get to pick a "cop model" and which car you want to use.

@TheNFSPoliceHQ The modellers arent exactly doing what the community asks, just what they want, and the models they make are mostly all locked, so we cannot edit them.

yah, if they have a weapon or are thought to have a weapon and they move suddenly and quickly you can shoot though.

A while ago, when I first saw this video when I wasn't able to do GTA IV on the PC, i wanted this skin extremely bad because I couldn't find any black and white skins. Since he still hasn't released it, I'm taking requests to do custom skins for GTA IV PC. If you're interested, post a comment on one of my videos or send me a private message.
