Renting a scooter in Thailand is generally a bad idea without experience, an International driver's license, and accident insurance. Typical traffic fines are 500 baht or less. Whenever you find yourself negotiating fines with a Thai Ploce officer, ask him to give you a receipt and then take it to the local police station.
I think you got off easy for 1000 blowing a light and no license. I think it usually ends up being 1000 for each traffic offence. They tried to charge me 1500 just because the stamps in my international drivers license were in the wrong place, according to them. I protested and they let me go.
Pattaya police have been cracking down on tourists riding bikes since last year looking for those without license. They would have eventually stopped you regardless if you ran a red light or not. The land of smiles right? 😂
