Lake Bordu, Leader whit small HP (red) remaining and Ravness never talk. She always has a dialogue at her second turn but I do not know if is the required dialoue.
Some dialogues can occur with the leader having little hp or with few enemy units left on the map. What you're looking for here is a dialogue that starts on Ravness's turn. In this battle there is only this extra dialogue, so if you got it and your event counter didn't go up it's because another event is missing and not this one.
Hi Warren report! I can't get the dialogue of ravness in lake bordu only her saying surrender to the leader is what im seeing even though I manage to keep the enemy red Hp
Hey! If you're getting a dialogue that starts with her during her turn, then that's it. Otherwise, try to defeat some of the enemies while keeping the leader alive, the dialogue should start on the Ravness turn
